Abstract
Pembangunan kapasitas aparatur sipil negara di Badan Kepegawaian Daerah Provinsi Jawa Timur tidak selalu berjalan mulus. Banyak kendala dalam membangun kapasitas aparatur sipil negara diantaranya ketidaksesuaian anatara jabatan dengan tempat tugas. Hal tersebut dikarenakan Badan Kepegawaian Daerah Provinsi Jawa Timur tidak mengadakan rekrutmen atau di moratorium.Selain itu pemberian diklat yang kurang sesuai sasaran dalam arti pemberian diklat tidak semua diberikan pada yang berhak menerima diklat. Namun, Badan Kepegawaian Daerah Provinsi Jawa Timur memiliki cara tersendiri untuk meningkatkan kapasitas aparatur sipil negara. Hal tersebut dapat dibuktikan dengan proses penelitian dengan menggunakan metode kualitatif. Selain itu, sebagai pisau analisisnya menggunakan teori capacity buildinguntuk menganalisa proses-proses pembangunan kapasitas aparatur sipil negara di Badan Kepegawaian Daerah Provinsi Jawa Timur.Hasil penelitian menunjukkan bahwa Pembangunan kapasitas yang dilakukan oleh Badan Kepegawaian Daerah Provinsi Jawa Timur sudah sesuai dengan teori namun masih terdapat kendala yaitu sistem pemilihan aparatur sipil negara yang menerima diklat hanya ditunjuk langsung oleh pimpinan tanpa melihat kebutuhan aparatur tersebut. Tidak hanya itu, masih terdapataparatur yang belum paham mengenai materi diklat yang diberikan sehingga ilmu yang di dapat belum bisa diaplikasikan dalam menyelesaikan pekerjaannya. Faktor pendorong pembangunan kapasitas aparatur sipil negara diantaranya adanya semangat aparatur sipil negara untuk mengikuti rekrutmen dengan sistem computer assisted testyang biasa disingkat dengan sistem CAT yang membuat aparatur sipil negara terus belajar. Serta pada saat ini aparatur sipil negara sudah disertai dengan aplikasi atau login personal sehingga memudahkan aparatur untuk mengembangkan potensi dan kompetensi mereka melalui media website. Hal-hal tersebut yang membuat Badan Kepegawaian Daerah Provinsi Jawa Timur mampu meningkatkan kapasitas aparatur sipil negara.
English Abstract
The Capacity Building of civil servants in Regional Personnel Board Of East Java Province is not always working smoothly. This thing happened because Regional Personnel Board did not arrange any recruitment or moratorium. Beside that the training materials given are not spread evenly, means that in giving the training not all are given to those who are eligible to receive training. However, Regional Personnel Board Of East Java Provincehas their own way to increase the capacity of civil state servants. This thing can be proved with research process by using qualitative method. Besides that, as the analysis knife using Capacity Building method for analyzing the processes of increasing the capacity of civil state servants in Regional Personnel Board Of East Java Province. Research result shows that capacity increasing done by Regional Personnel Board Of East Java Province compatible with the theory but still has an obstacle, the system of choosing the state civil servants who receive training is only appointed directly by the leader without seeing the needs of the civil servants. Not only that, there are servants that did not understand about the training material so the acquired knowledge are still yet to be applied to finish the job. The driving factors in increasing the capacity of civil servants are the civil servants will’s to join the recruitment systemize of Computer Assisted Test or commonly shorts as CAT system that made the civil servants keep learning. Also at this moment civil servants provided with application or personal login so the civil servants be able to explore their potential and competency through website easily. These things that made Regional Personnel Board Of East Java Provinceable to increase the capacity of civil servants.
