Abstract
Penelitian ini membahas tentang konflik yang terjadi di dalam pengelolaan wisata secara kemitraan yang dilakukan di bekas letusan gunung Kelud yang berada di Desa Besowo Kecamatan Kepung kabupaten Kediri. Konflik yang terjadi karena adanya ketimpangan wewenang dan kekuasaan pada aktor pengelola sehingga memunculkan kelompok superordinate dan subordinat. Tujuan dari penelitian ini untuk mengetahui bagaimana konflik yang terjadi pada pengelolaan Wisata Bukit Ongakan sehingga memperoleh pemahaman yang utuh dan mendalam atas situasi konflik yang terjadidan diharapkan lewat penelitian ini mampu melihat langkah dan upaya untuk menyelesaikan konflik.Jenis penelitian yang dilakukan adalah kualitatif dengan pendekatan intrinsic sehingga dapat menangkap fenomena secara mendalam. Selain itu juga didukung kesesuaian teori yang digunakan, yakni teori konflik Ralf Dahrendorf. Lokasi penelitian ini berada di Desa Besowo Kecamatan Kepung kabupaten Kediri. Fokus dalam penelitian ini sebab-sebab munculnya konflik pengelolaan wisata bekas letusan Gunung Kelud. Pengambilan data dilakukan dengan observasi, wawancara, dokumentasi dan Forum Group Discution (FGD). Selanjutnya data transkip, dikelompokan, dianalisis, uji keabsahan dan disimpulkan. Hasil penelitian ini menunjukan dalam sistem pengeloaan wisata secara kemitraan memiliki kerentanan yang dapat penyebabkan konflik. karena konflik tidak akan muncul jika tidak ada relasi yang dibangun. Konflik yang terjadi dalam kemitraan pengeloaan ini akibat ketimpangan distribusi wewenang dan kekuasaan di mana Perhutani menjadi kelompok super-ordinate masih merasa memiliki kedudukan yang lebih tinggi. Sedangkan LMDH, Karang Taruna dan Pemerintah desa berada dalam posisi tertindas sub-ordinat. Sehingga konsep kemitraan tersebut tidak dapat mencapai sebuah tujuan bersama.
English Abstract
This study discusses the conflicts that happen in the management of tourism in partnership conducted in the former Kelud eruption located in the Besowo village, Kepung Subdistric Kediri Regency. Conflict that happened because the lack of authority and power in the management factors, so that's the superordinate and subordinate groups appear. The purpose of this study to determine how the conflict that happened in the management of Bukit Ongakan Tourism, in order as to obtain a complete and deep understanding the situation of conflict that happened and is expected through this research be able to know the steps and efforts to resolve the conflict. Type of this research conducted is qualitative and using intrinsic approach so it may catch the depeer phenomenon. It also supported the suitability of the theory used, the theory conflict by Ralf Dahrendorf. The location of this research in Besowo village Kepung distric Kediri regency, The focus in this research is the causes of conflict tourism management of former Kelud eruption. Data collection by using observation, interview, documentation and Forum Group Discussion (FGD). Then the data transcript wil be grouped, analyzed, falidity test and finally will be concluded. The results of this study show that in a partnership management system in partnership has a easier causes of conflict. because the conflict will not appear if no relation formed. The conflicts that happened in this partnership were due to the unbalance distribution of authority and power in which forest tree became a super-ordinate group felt to have a higher position. While LMDH, Karang Taruna and Village government are in the suppressed of sub-ordinate position. So the concept of partnership can not achieve for a common goal.
