Abstract
Refugee protection merupakan norma dan kerangka dari kesepakatan negara – negara PBB yang berisikan tentang tanggung jawab seluruh negara dalam menangani pengungsi. Afghanistan adalah salah satu negara yang sering terjadi konflik, sehingga banyak masyarakat Afghanistan memilih untuk pergi meninggalkan negara asalnya dan menuju ke negara tujuan mereka. Salah satu negara tujuan dari para pengungsi tersebut adalah Australia. Pada masa kepemimpinan Julia Gillard, Australia membuat kebijakan bahwa akan memberhentikan proses klaim pengungsi. Dalam teks konvensi 1951 mengenai status pengungsi, menyatakan bahwa suatu negara wajib memberikan bantuan kepada para pengungsi dan tidak diperbolehkan suatu negara mengusir pengungsi dari negaranya tanpa alasan mengenai keamanan negaranya. Julia Gillard membuat kebijakan tersebut merasa bahwa negaranya dalam posisi yang tidak aman. Namun, walau Australia membuat kebijakan tersebut, Australia telah menjalankan tugasnya sebagai negara penerima pengungsi. Dengan memberikan bantuan – bantuan kepada para pengungsi, mulai dari bantuan pemberian tempat tinggal hingga bantuan pendidikan kepada anak – anak pengungsi.
English Abstract
Refugee protection is the norm and framework of the United Nations agreement which contains the responsibility of all countries in handling refugees. Afghanistan is one of the most frequent countries of conflict, so many Afghans choose to leave their home country and head for their destination country. One of the destination countries of the refugees is Australia. During the leadership of Julia Gillard, Australia made a policy that would stop the refugee claims process. In the text of the 1951 Convention on the Status of Refugees, states that a country is obliged to provide assistance to refugees and not allow a country to evict refugees from their country without reason on the security of their country. Julia Gillard made the policy feel that her country was in an unsafe position. However, while Australia has made the policy, Australia has served its duty as a refugee recipient country. By providing assistance to the refugees, ranging from shelter assistance to educational aid for refugee children.
