Abstract
Penelitian ini bertujuan untuk melihat faktor penyebab ketidakpatuhan Rusia atas resolusi DK PBB no.2231 tentang embargo senjata dalam pengiriman senjata anti serangan udara (air missile system) S-300 ke Iran tahun 2010-2015. Penelitian ini melihat mengapa Rusia memilih untuk tidak mentaati resolusi DK PBB no.2231 dengan mengirim senjata ke Iran meskipun sanksi embargo senjata terhadap Iran belum dicabut. Dalam menganalisa faktor penyebab ketidakpatuhan Rusia atas resolusi DK PBB no.2231 tentang embargo senjata dalam pengiriman senjata anti serangan udara (air missile system) S-300 ke Iran tahun 2010-2015, peneliti menggunakan teori kepatuhan oleh Abram Chayes dan Antonia Chayes. Melalui teori ini peneliti melihat masalah ketidakpatuhan dari poin ambiguity, limitation on capacity, dan the temporal dimension. Dari hasil penelitian dilihat bahwa Rusia tidak mentaati resolusi DK PBB no.2231 karena adanya ambiguity, limitation on capacity, dan the temporal dimension. Ambiguity dilihat dari isi perjanjian DK PBB no.2231, limitation on capacity dilihat dari kondisi politik dan ekonomi Rusia, dan the temporal dimension dilihat dari kondisi politik ekonomi Rusia.
English Abstract
This study aims to see the factors that cause non-compliance of Russia on UN resolution no.2231 on an arms embargo in the delivery of air weapons anti-air attack (S-300 air missile system) to Iran in 2010-2015. This study looks at why Russia chose not to comply with UN resolution no.2231 by sending arms to Iran over sanctions on the arms embargo against Iran has not been revoked. In analyzing factors causing Russia's non-compliance with UN Security Council resolution 2231 on an arms embargo on the delivery of air-to-air missile weapons (S-300) to Iran in 2010-2015, researchers used the theory by Abram Chayes and Antonia Chayes. Through this theory researchers look at the issue of non-compliance of ambiguity points, limitation on capacity, and the temporal dimensions. From the result of the research, it is seen that Russia does not obey UNSC resolution no.2231 because of ambiguity, capacity limitations, and temporal dimension. Ambiguity seen from the contents of UN resolution no.2231, limitation on capacity seen from the political and economic conditions of Russia, and the temporal dimension seen from the economic conditions of Russian economy.
