Abstract
Keputusan Hamid Karzai dalam menunda penandatanganan Kesepakatan Bilateral Security Agreement (BSA) sangat mengejutkan semua pihak serta menimbulkan pro dan kontra dikalangan masyarakat Afghanistan. Padahal mayoritas dari masyarakat serta Loya Jirga selaku majelis tertinggi di Afghanistan telah mendukung penandatanganan kesepakatan tersebut. Adanya dukungan dari domestik untuk penandatanganan kerjasama ini, menunjukkan bahwa Presiden Hamid Karzai berada pada posisi domain yang aman secara objektif dan subjektif. Dalam penelitian ini, akan dikaji mengenai penyebab yang menjadikan Presiden Hamid Karzai menunda penandatanganan kesepakatan Bilateral Security Agreement (BSA) dengan Amerika Serikat pada tahun 2013. Dengan menggunakan Prospect Theory milik RoseMcDermott untuk melihat pertimbangan resiko-resiko apa saja yang akan dihadapi oleh Presiden Karzai dalam menunda kesepakatan tersebut.
English Abstract
Hamid Karzai's decision to delaying the signing of the Bilateral Security Agreement (BSA) Agreement was surprising all parties and raised the pros and cons among the Afghan people. While the majority of the community as well as loya jirga as the highest assembly in afghanistan has supported the signing of this agreement. Support from domestic enough to the signing of this agreemennt, indicates that president Hamid Karzai has the position of the domain of gains in objective and subjective. This research will examine the reasons that made President Hamid Karzai he has decided to postpone the signing of the Bilateral Security Agreement (BSA) agreement with the United States in 2013. By using RoseMcDermott's Prospect Theory to see consideration the risks President Karzai whatever to come in delaying the agreement.
