Abstract

Penelitian ini mengidentifikasi Peran Negara dalam membina anak-anak yang berkonflik dengan hukum di wilayah Lembaga Pembinaan Khusus Anak Kota Blitar. Dalam penelitian ini penulis ingin mengetahui Apa saja program pembinaan yang dilakukan, apa Kendala yang di hadapi, serta bagaimana keberlanjutan dari program pembinaan tersebut, pendekatan kualitatif deskriptif merupakan pendekatan yang di gunakan dalam penelitian ini, Teknik pengumpulan data menggunakan observasi, wawancara, hingga studi dokumentasi. Kemudian di analisis dengan menggunakan teknik model miles dan Huberman yang terbagi ke dalam beberapa tahap di mulai dari pengumpulan data, kondensasi data hingga penyajian data. Hasil dari penelitian ini sendiri penulis menemukan fakta bahwa lingkungan yang tidak kondusif merupakan faktor utama anak berhadapan dengan hukum, program pembinaan yang di lakukan Lembaga Pembinaan Khusus Anak Kota Blitar terbagi ke dalam 6 (enam) hal diantaranya 1.Pembinaan keagamaan meliputi kegiatan pembelajaran baca tulis alquran dan ceramah agama, 2.Pembinaan kesadaran berbangsa dan bernegara meliputi kegiatan seperti dasadharma Pramuka dan pendidikan kewarganegaraan, 3.Pembinaan Pendidikan meliputi kegiatan wajib belajar 9 tahun serta penyetaraan pendidkan melalui program kejar paket, 4.Pembinaan etika meliputi kegiatan berdialog bersama, 5.Pembinaan sosial meliputi kegiatan drumband hingga kemudahan mengakses bahan bacaan di perpustakaan 6.Pembinaan keterampilan produktif meliputi ketrampilan berkebun, handycraft hingga ketrampilan berkebun. Pihak LPKA Juga memenuhi Hak anak berdasarkan konvensi ham mulai hak atas kelangsungan hidup hingga hak untuk mengakses pendidikan, dalam rangka meningkatkan pengetahuan baik formal maupun non formal pihak LPKA bekerjasama dengan LSM Aisiyah, Dinas Pendidikan dan Perpustakaan Bung Karno Sedangkan Kendala yang di hadapi pihak LPKA Kota blitar dalam menjalankan fungsinya pun terbagi kedalam 3 hal diantaranya faktor 1.Sumber daya manusia, 2. Faktor Anaknya sendiri dan 3.Faktor Anggaran serta sarana pembinaan. Hasil penelitian ini juga mengungkapkan bahwa kebijakan pemerintah di bidang pembinaan anak-anak berhadapan dengan hukum masih berjalan setengah-setengah di karenakan belum adanya keberlanjutan program bagi mereka ketika kembali ke masyarakat sehingga secara tidak langsung memperbesar resiko kembalinya mereka melakukan kenakalan kembali.

English Abstract

This research identifies the role of the State in fostering children who are in conflict with the law in the area of Institution construction of special children Kota Blitar. In this study the authors wanted to know what are the programs coaching is done, what obstacles on the face, as well as how the sustainability of the mentoring programme, a descriptive qualitative approach is the approach used in the This study, using data collection Techniques of observation, interview, to study the documentation. Then in the analysis by using the technique of the model of the miles and Huberman is divided into a few stages ranging from data collection to data condensation, the presentation of data. The results of this research yourself the author finds the fact that the environment is not conducive to children is a major factor in dealing with the law, a mentoring programme in the coaching Institutions do special children Kota Blitar is divided into 6 (six) matters including 1. Construction activities include religious learning read write the Koran and religious lectures, 2. The construction of the consciousness of a nation and a country includes activities such as dasadharma Scouts and civic education, 3. Coaching Education includes 9 years compulsory education activities as well as a pendidkan through the course of a Chase Pack, 4. Fostering ethics include the activities of the dialogue together, 5. social activities include Coaching drumband ease access to reading materials in libraries 6. The construction of the productive skills include the skill of gardening clothes to gardening skills. Party LPKA also meets the children's rights based on the Convention of human rights started the survival rights of the right to access to education, in order to improve knowledge of both formal and non formal party LPKA in collaboration with the NGO Aisiyah, Office of education and the library of Bung Karno Stadium While obstacles in dealing with parties LPKA cities of blitar in the exercise of any function is divided into 3 things 1. factors including human resources, 2. Factors of his own son and 3. Factor Budget as well as the means of construction. The results of this research also reveals that the Government's policy in the field of coaching children face to face with the law still running half-measures in karenakan yet the existence of the sustainability program for those returning to the community so that indirectly enlarge the risk of return they commit mischief again.
