Abstract

Latar belakang penelitian ini adalah Kebijakan pemerintah merupakan keputusan yang diambil untuk mempertimbangkan kondisi yang terjadi di lingkungan masyarakat yang ada daerah, baik yang dilakukan maupun belum dilakukannya kebijakan tersebut. Dimana dalam melaksanakan kebijakan pemerintah dengan melihat keadaan pembangunan daerah. Kabupaten Parigi Moutong, masih belum tertata dengan rapi, karena tidak mengikuti aturan tata ruang yang ada. sehingga berpengaruh pada semerautnya tata ruang perkotaan, dengan tingginya jumlah penduduk berpengaruh pula terhadap kebutuhan akan tempat tinggal, dan penurunan akan ruang sehingga kondisi akan lahan yang didominasi oleh pembangunan permukiman dibanding lahan penghijauan di perkotaan. Masalah yang dihadapi di Kabupaten Parigi Moutong mengenai penataan ruang, pemerintah mengeluarkan kebijakan mengenai Peraturan Daerah Kabupaten Parigi Moutong No. 2 Tahun 2011, bisa memberikan jalan dalam mengatur tata ruang dilingkungan daerah agar bisa dimanfaatkan sebaikbaiknya, mempertimbangan tingkat kebutuhan akan pemanfaatan lahan yang semakin kurang baik diperkotaan utamanya dalam sektor pembangunan. Penelitian ini bertujuan untuk mendeskripsikan, dan menganalisis implementasi kebijakan dalam Peraturan daerah Kabupaten Parigi Moutong Nomor 2 Tahun 2011 Tentang Rencana Tata Ruang Wilayah Kabupaten Parigi Moutong dan faktor pendorong. Metode Penelitian ini mengunakan metode penelitian deskriptif dengan pendekatan kualitatif. dan penghambat rencana tata ruang wilayah kabupaten untuk pencapaian tujuan tersebut, peneliti menggunakan Interactive Model of Analysis (Miles, Huberman Dan Saldana 2014). Fokus penelitian mengenai implementasi kebijakan terhadap peraturan daerah Nomor 2 Tahun 2011 tentang rencana tata ruang wilayah kabupaten menurut Prespektif Merilee S. Grindel baik di lihat dari Konten Kebijakan dan Konteks implementasi kebijakan. Hasil penelitian menjelaskan masih ada hambatan dalam implementasi kebijakannya termasuk peran serta masyarakat sebagai kelompok sasaran masih kurang sehingga mempunyai kendala dalam pelaksanaannya di lapangan yaitu kurang aktifnya masyarakat untuk melaksanakan kebijakan rencana tata ruang yang dilakukan oleh pemerintah, dan manfaat yang dihasilkan dari kebijakan tersebut belum memberikan hal positif terhadap penataan ruang, perubahan yang telah dilakukan oleh implementor sesuai visi kabupaten dengan meningkatkan kualitas lingkungan dalam perubahan pembangunan belum semuanya berdampak baik kepada masyarakat yaitu penataan ruang pemukiman yang belum terselesaikan oleh karena itu pentingnya kerja sama oleh pihak terkait dinas, masyarakat dan swasta, sedangkan untuk lingkungan implementasi kebijakan masih di pengaruhi oleh tingkat kepatuhan dan respon masyarakat yang belum berjalan dengan baik. Faktor pendorong, adanya kebijakan peraturan daerah Nomor 2 Tahun 2011 tentang rencana tata ruang wilayah kabupaten Parigi Moutong, adanya peruntukan lahan baru untuk penataan ruang di perkotaan, adanya kerja sama dari instansi yang terkait yang berperan dalam pelaksana tata ruang di perkotaan. Faktor penghambat, masih kurangnya sosialisasi yang dilakukan pemerintah terkait dengan peraturan daerah tentang rencana tata ruang wilayah, mengakibatkan kebijakan rencana tata ruang tersebut menimbulkan dampak yang kurang baik dalam penataan ruang di perkotaan, kurang aktifnya peran masyarakat sebagai kelompok sasaran terhadap rencana tata ruang, ini juga berpengaruh besar kepada proses pelaksanaan kebijakan rencana tata ruang. Dan Masih kurang baiknya sarana penataan ruang termasuk penataan ruang permukiman penduduk, ruang penghijauan dan mempengaruhi kenyamanan masyarakat dalam berinterkasi. Dapat kita ketahui bahwa penelitian ini adalah 1) peran serta masyarakat sebagai kelompok sasaran masih kurang sehingga mempunyai kendala dalam pelaksanaannya dilapangan, 2) manfaat yang dihasilkan dari kebijakan tersebut belum memberikan hal positif terhadap penataan ruang baik permukiman yang masih belum tertata baik, dan juga kebutuhan ruang sebagai akses sosial, ekonomi masyarakat yang belum berpengaruh baik, 3) keterlibatan instansi lain untuk pengambilan keputusan dalam kebijakan sudah cukup baik dengan berkoordinasi mulai perumusan hingga pelaksanaan program rencana tata ruang, 4) perubahan yang telah dilakukan oleh implementor sesuai visi kabupaten dengan meningkatkan kualitas lingkungan dalam perubahan pembangunan, namun perumbahannya masi belum semua baik dalam penataan ruang masih ada dari pembangunannya yang belum berjalan. 5) pelaksana program sebagai penentu pelaksana kegiatan dilapangan untuk menajalankan program-program yang sudah dibuat dengan melibatkan peran masyarakat, 6) sumber daya yang disediakan tidak lepas dari sumber daya manusia itu sendiri sebagai implementor untuk menjalankan program dalam penataan ruang dan sumber daya pendanaan penting sebagai penunjang dari program pembangunan baik jangka pendek, jangka menegah dan jangka panjang kedua-duanya mempunyai peran yang penting. 1) kekuasaan, kepentingan dan strategi aktor, merupakan saling berkaitan untuk melaksanakan program kebijakan dimana kekuasaan untuk melaksanakan program, dengan kepentingan didalamnya yang berhubungan langsung dengan program dari pemerintah, masyarakat dan badan usaha lainnya, sedangkan strategi aktor sebagai pelaksana program yang dilakukan oleh dinas pekerjaan umum, 2) karekateristik baik dinas dan pemerintah yang berkuasa merupakan sebagai pelaksana yang memiliki kemampuan dalam melaksanakan program yang sesuai bidangnya dan untuk pemerintahan daerah yang berkuasa dalam hal ini bupati sebagai penanggungjawab sekaligus pemegang kekuasaan dalam menjalankan roda pemerintahan daerah Kabupaten Parigi Moutong. Dimana keadaan dilapangan sesuai observasi dan wawancara tersebut yang dilakukan peneliti dapat di nilai hasil dari kebijakan yang telah di laksanakan oleh implementor sebagai pelaksana kegiatan rencana tata ruang wilayah berjalan cukup baik dalam melaksanakan pembanguannya. Adapun perubahan dan penerimaan masyarakat dari hasil kebijakan tersebut memberikan dampak yang belum semua baik dari pembangunannya, begitu pula penerimaan manfaatnya kepada masyaraat masih belum baik

English Abstract

Background this study was Government policy was the decision taken to consider the conditions that occurred in the existing Community environmental areas, well done as well as he did, yet the policy. Where in carrying out Government policy by looking at the State of development of the region. Regency Parigi Moutong, has still not arranged neatly, for not following the rules of the existing space. so the effect on the less good the urban space, with a high number of influential residents to the needs for shelter, and the decline will space so the condition of the land will be dominated by the construction of the settlements than land greening in urban areas. The problems encountered in the Regency Parigi ranga Reddy about spatial, Government policy regarding applicable local Regency Parigi Moutong No. 2 in 2011, it could give way in regulating spatial surroundings areas to be exploited at their best, the consideration of the level of need for land use that is increasingly less well in urban areas especially in the sector of development. This research aims to describe, and analyze the implementation of Regional Spatial Plan Policy of Regency a Study On regulation no 2 of year 2011 Regarding Regional Spatial Plan in Parigi Moutong Regency and the driving factor. The method of this research use descriptive research methods with qualitative approaches. and a barrier to plan spatial districts for the achievement of these goals, the researchers use the Interactive Model of Analysis (Miles And Huberman, Saldana 2014). Focus research on the implementation of the policy against regulatory region number 2 in 2011 about spatial plans of counties according to Prespective Merilee Grindel's good in view of the policy Content and the context of the implementation of the policy. Research results explain there are still obstacles in the implementation of its policies including the role of the community as the target group is still less so to have constraints in its implementation in the field that is less active communities to carry out spatial plan policy conducted by the Government, and the benefits resulting from such policies have not provided positive things toward spatial, a change that has been made by the implementor correspond with the district's vision of improving the quality of the environment in development changes have not been all good impact to the community i.e. spatial settlements unresolved therefore the importance of cooperation by the relevant parties of the private, community and service, whereas for the implementation of environmental policy is still on the influence by the level of compliance and response communities that haven't gone well. The driving factor, the existence of a regulatory policy area number 2 in 2011 about spatial plans of counties Parigi Moutong, the designation of land for a new arrangement of space in urban areas, the cooperation of related agencies who play a role in implementing the urban space. Can we know that this study is 1) role as well as the community as a target group still less so to have constraints in its implementation in the field, 2) the benefits resulting from such policies have not provided positive things towards good spatial settlements that are still not in place, and space requirement as access social, economic community that has not been influential well, 3) the involvement of other agencies for decision making in the policy is already quite well with coordinating began the formulation to the implementation of the spatial plan of the program 4) changes have been made by the implementor correspond with the district vision of improving environmental quality in the change development, but still not all good in spatial construction of the still existing that are not yet running. 5) implementing the program as a determinant of the implementing activities in the field to execute programs that were already created by involving community roles, 6) resources provided no escape from human resource itself as an implementor to run the Setup program in the space and resources is important as funding support from program development both short term, medium term and long term both have an important role. 1) power, interests and strategies of the actors, are inter-related to execute program policy in which the power to implement the program, with the interest in it that is directly related to the program of the Government, the public and other businesses, while implementing the program as actors strategies undertaken by public works, 2) characteristics of both the Department and the Government in power is as executor that has the ability in carrying out the corresponding program field and to the regional government in power in this instance as responsible Governors at once holders of power in running the District Government wheels Parigi ranga Reddy. Where the circumstances in the field according to the interviews and observations conducted researchers can be assessed the results of the policies that have been implemented by the implementor of the implementing activities as a spatial plan area runs quite well in carrying out the construction. As for the changes and acceptance of the results of these policies provide the impact has not been all good from its construction, as well as the receipt of benefits to the community are still not good
