Abstract

Rusia merupakan negara pecahan terbesar Uni Soviet yang seringkali masih terlibat dalam konflik dinegara negara yang merupakan bekas pecahannya contohnya Georgia. Dimana Rusia ikut serta dalam konflik diantara Ossetia Selatan dan Georgia sejak tahun 1990an. Keikustertaan Rusia sebagai pihak penjaga perdamaian dipakainya untuk menjalankan kebijakan Passportization yang marak sejak tahun 2002 terhadap penduduk Ossetia Selatan yang saat itu memerdekakan diri secara de facto dari Georgia. Kebijakan ini menghasilkan lebih dari 90 persen masyarakat Ossetia Selatan yang telah berpasporkan Rusia. Namun kebijakan ini pun ditentang oleh Georgia karena dianggap telah melanggar integritas kedaulatannya dimana Rusia pun memanfaatkan kebijakan ini sebagai bentuk aneksasi terhadap kedaulatan yang dimiliki oleh Georgia. Dalam membahas kebijakan ini sebagai bentuk aneksasi kedaulatan maka penulis menggunakan konsep passportization dimana setidaknya terdapat 2 variabel yakni alat politik negara dan memberikan efek teritorial. Dimana passportization memberikan peluang bagi penduduk Ossetia Selatan untuk mendapatkan kesempatan dalam kehidupan politik di Rusia dengan turut serta dalam pemilihan umum sejak tahun 2004. Selain itu, kesempatan ini juga dipakai Rusia untuk melakukan operasi militer untuk membuat batas batas wilayah baru didaerah kedaulatan Georgia serta ikut terlibat dalam menyelundupkan barang barang ilegal dari dan menuju ke Georgia.

English Abstract

Russia is the largest former republic of the Soviet Union that is often in conflict with the others former Soviet Republics such as Georgia. In fact of, Russia has participated in the conflict between South Ossetia and Georgia since the 1990s. Russia as the peacekeeper, using its privillage to enforce the passportization policy since 2002 to South Ossetia which is as de facto state that liberate from Georgia. This policy resulted in more than 90 percent of South Ossetians who held Russian passports. This policy was also opposed by Georgia because it is violating the integrity of its sovereignty in which Russia also use it as a form of annexation of sovereignty owned by Georgia. In discussing to this policy as a form of annexation of Georgian sovereignty, the authors use the concept of passportization, where there are 2 variables that included, which are political instrument of state and giving the territorial effect. Passportization provides an opportunity for South Ossetian citizens to take part in political life in Russia by participating in elections since 2004. In addition, this opportunity also used by Russia to conduct military operations to create new boundaries of territory in Georgia's sovereign territory and get involved in smuggling of illegal goods from and to Georgia.
