Indonesian Abstract

Model organisasi dan manajemen kesehatan ANDAL merupakan usulan solusi untuk mengatasi permasalahan dalam pelayanan kesehatan primer di Indonesia. Model tersebut fokus pada penerapan pelayanan kesehatan primer yang bersifat promotif-preventif sebagai strategi untuk dapat meningkatkan kualitas pelayanan kesehatan primer dan menurunkan pembiayaan kesehatan. Pemantauan kinerja pelayanan kesehatan primer berdasarkan penerapan model organisasi dan manajemen kesehatan ANDAL dibutuhkan untuk melihat keberhasilan strategi sekaligus menyediakan dasar informasi bagi penerapan model tersebut selanjutnya. Proses pemantauan kinerja pelayanan kesehatan primer membutuhkan mekanisme penyampaian informasi yang efektif dan efisien, yang dapat didukung dengan dashboard. Pengembangan dashboard dalam pemantauan kinerja organisasi telah dilakukan dalam berbagai jenis organisasi di Indonesia, namun belum pernah dilakukan dalam organisasi penyelenggara pelayanan kesehatan. Pengembangan dashboard dalam sektor kesehatan tidak mudah, sedangkan belum terdapat metodologi yang dapat digunakan sebagai acuan. Pengembangan metodologi dilakukan melalui tahap analisis metodologi referensi secara empiris dan analitis yang menghasilkan uraian permasalahan, kebutuhan, dan usulan perbaikan terhadap permasalahan yang dipetakan kedalam kerangka berpikir sebagai dasar penyusunan metodologi usulan. Metodologi yang dihasilkan kemudian diterapkan untuk merancang dashboard yang akan digunakan dalam pemantauan kinerja pelayanan kesehatan primer untuk melihat keberhasilan strategi dalam penerapan model organisasi dan manajemen kesehatan ANDAL. Berdasarkan penerapan metodologi, metodologi dapat menghasilkan dashboard yang sesuai dengan kebutuhan pengguna dan dapat mengatasi permasalahan dalam pengembangan dashboard sebelumnya namun dibutuhkan penelitian lebih lanjut untuk menilai tiap tahap dalam metodologi dan membahas mekanisme evaluasi rancangan dashboard.

English Abstract

ANDAL is health care organization and management model that act as a proposed solution to address the problems in primary health care in Indonesia. The model focuses on the application of primary, promotive-preventive health services as a strategy to improve the quality of primary health care and reduce health financing. Primary health care performance monitoring based on the implementation of the organizational model and health management of ANDAL is required to see the success of the strategy while providing the information base for further application of the model. The process of monitoring the performance of primary care services requires an effective and efficient mechanism of information delivery, which can be supported with the dashboard. Dashboard development in organizational performance monitoring has been conducted in various types of organizations in Indonesia, but has never been done in health service providers. Dashboard development in the health sector is not easy, while there is no methodology that can be used as a reference. The development of the methodology is done through the analysis of reference methodologies empirically and analytically resulting in a description of problems, needs, and proposed improvements to the problems mapped into the frame of mind as the basis for the preparation of proposed methodologies. The resulting methodology was then applied to design the dashboard to be used in monitoring the performance of primary health care services to see the success of the strategy in implementing organizational models and health management of ANDAL. Based on the application of the methodology, the methodology can produce a dashboard that suits the user's needs and can address problems in previous dashboard development but further research is needed to assess each stage of the methodology and discuss the mechanism of dashboard design evaluation
