Abstract
Pada perkembangannya, kini diaspora telah memiliki peran penting dalam pembangunan ekonomi maupun sosial dari negara asal mereka. Salah satunya adalah diaspora India yang menetap di United Arab Emirates (UAE). Jumlah total keseluruhan diaspora India adalah yang terbesar di dunia, dan UAE merupakan negara peringkat kedua sebagai negara tujuan diaspora India yang terbanyak. Bahkan 27,5% dari penduduk UAE merupakan orang-orang India. Selain itu pada tahun 2015, diaspora India di UAE adalah penyumbang remittance terbesar bagi India. Keberadaan diaspora India juga membawa sejumlah dampak positif di berbagai bidang lainnya, seperti: sumber daya manusia, sosial, dan budaya. Oleh karena itu pemerintah India merasa perlu untuk melakukan sejumlah upaya-upaya untuk membina hubungan baik dengan diaspora India yang ada di UAE untuk memaksimalkan kontribusi serta menjaga loyalitas mereka. Penelitian ini akan membahas mengenai upaya-upaya apa saja yang diimplementasikan oleh pemerintah India untuk membina hubungan baik dengan diaspora India yang ada di UAE. Penulis akan menggunakan konsep Diaspora Engagement Policies yang dikemukakan oleh Alan Gamlen (2006). Kedepannya penelitian ini diharapkan dapat menjelaskan secara spesifik terkait apa saja upaya-upaya yang dilakukan oleh pemerintah India dalam membina hubungan baik dengan diaspora India di UAE pada periode tahun 2003 sampai dengan 2015.
English Abstract
At this time, diaspora have had an important role in economic and social development for their home country. One of them is the Indian diaspora who settled in the United Arab Emirates (UAE). The total number of Indian diaspora is the largest diaspora in the world, and UAE is the second largest country in terms of Indian diaspora destination. Even 27,5% of the UAE population are peoples from India. In addition, by 2015, Indian diaspora in the UAE is India’s largest remittance contributor. The presence of Indian diaspora also brings several positive impacts for other sectors, such as: human resources, social, and cultural. Therefore the Indian government feels the need to make a various efforts to build a good relations with their diaspora in UAE for maximize their contribution and maintain their loyalty. Futhermore, this research will discuss about what efforts are implemented by the Indian government to strengthen their good relations with their diaspora who settled in the UAE. The author will use the concept of Diaspora Engagement Policies which written by Alan Gamlen (2006). In the future, this research is expected can specifically explain what the efforts had the Indian government implemented for establishing a good relations with the Indian diaspora in the UAE from 2003 until 2015.
