Abstract
Edamame adalah tanaman yang berasal dari Jepang dan termasuk komoditas yang memiliki nilai ekonomis tinggi. Edamame banyak dikonsumsi oleh masyarakat Jepang sebagai masakan sehari-hari. Edamame sangat cocok ditanam di Kabupaten Jember karena termasuk daerah dengan dataran rendah dengan iklimnya yang panas. Penghasil kedelai di Jawa Timur menyebar ke beberapa kabupaten seperti Banyuwangi, Bojonegoro, Pasuruan, Lamongan, Sampang, dan Jember. Kedelai yang dihasilkan Kabupaten Jember memiliki keunggulan tersendiri yaitu dari segi rasa dan kesegaran produknya sehingga mampu menembus pasar internasional. Tingginya peluang pasar dunia untuk Edamame membuat Pemerintah Kabupaten Jember dan PT. Mitratani Dua Tujuh sebagai perusahaan yang mengembangkan kedelai Edamame di Jember, dengan cara meningkatkan produksi kedelai dari tahun ke tahun. Bahkan di tahun 2015 Pemerintah Kabupaten Jember bertekad untuk terus memacu peningkataan produksi kedelai dengan menggandeng para petani lokal dan diharapkan mampu meningkatkan kesejahteraan petani secara signifikan. Langkah awal pengembangan Edamame telah dilakukan PT. Mitratani Dua Tujuh dengan bermitra dengan petani di wilayah Tanggul Jember untuk melakukan penanaman Edamame di lahan seluas 5 hektar. Permasalahan dalam kegiatan kemitraan ini antara lain petani yang tidak aktif dalam partisipasi sehingga kurang terlatih dalam pencatatan pengaplikasian pestisida serta tidak terbiasa terkoordinir dalam sebuah forum. Petani mitra juga tidak menjalankan SOP atau rekomendasi dari perusahaan sehingga hasil produksi Edamame kurang optimal. Edamame terutama yang telah tersortasi dalam kualitas ekspor harus memiliki catatan pengaplikasian pestisida dengan jelas dan dibukukan dengan baik. Keberhasilan dari pelaksanaan kinerja organisasi juga dapat ditentukan melalui penilaian kinerja individu dalam melaksanakan tugas yang dibebankan kepadanya untuk mencapai tujuan organisasi. Penilaian prestasi kerja dapat terpenuhi apabila penilaian mempunyai hubungan dengan pekerjaan dan adanya standar pelaksanaan kerja. Partisipasi dan kinerja masyarakat dapat mempengaruhi keberhasilan suatu program pemberdayaan. Penelitian ini bertujuan untuk: (1) Mendeskripsikan kegiatan program kemitraan PT. Mitratani Dua Tujuh, mendeskripsikan faktor internal dan eksternal yang mempengaruhi partisipasi dan kinerja (2) Kinerja petani. (3) Menganalisis hubungan antara pengelolaan dan partisipasi petani. (4) Menganalisis hubungan antara partisiapsi dan kinerja petani, dan (5) hubungan kinerja pada keberhasilan program kemitraan. Penelitian ini menggunakan pendekatan metode Mixed Method dan dilakukan secara sengaja atau purposive sampling. Teknik analisis yang digunakan adalah metode likert dan tabel skoring, data tersebut kemudian diolah dengan menggunaka software SPSS dengan analisis Chi Square. Hasil penelitian ini menunjukkan bahwa implementasi program telah berjalan dan tahap yang memiliki nilai partisipasi paling tinggi dengan kategori i 9 nilai sedang adalah pada tahap pelaksanaan dan evaluasi dengan nilai 47,92% dan 48,00%, sedangkan pada tahap perencanaan partisipasi petani masih dalam kategori rendah dengan nilai 25,00%. Faktor yang paling mempengaruhi partisipasi adalah harga 80% dan persepsi 56,67% petani terhadap program kemitraan. Faktor yang mempengaruhi kinerja adalah sumberdaya dan penyuluhan dengan nilai skoring likert sebesar 72,5% dan 69,17%. Variabel pengelolaan program dan partisipasi tidak memiliki hubungan karena bernilai lebih rendah dari nilai X2 sebesar 9,488. petani dapat melaksanaan pengelolaan program dengan baik pula. Berdasarkan hasil korelasi chi square yang tertinggi ada pada indikator perencanaan program dan partisipasi perusahaan sebesar 30,000. Hubungan kedua variabel yaitu kinerja dan partisipasi tersebut tidak semuanya signifikan karena nilai x2 pada indiaktor penyuluhan adalah 2,569 < 9,488 hubungan kedua indikator termasuk tidak searah sehingga jika nilai partisipasi tinggi, maka nilai kinerjanya akan mengalami penurunan. Nilai partisipasi perusahaan justru bernilai signifikan karena lebih besar dari Chi Squre hitung dengan taraf signifikansi 0,05 dan x2 tabel yaitu 9,488. Pada indikator kerjasama dan partisipasi mendapatkan nilai yang signifikan karena x2 bernilai 10,375 > 9,488 sehingga apabila tingkat kerjasama petani tinggi maka partisipasi dari petani juga akan tinggi. Berdasarkan hasil korelasi dengan SPSS, didapatkan hasil bahwa penerimaan petani setelah mengikuti kemitraan dan kinerja tidak memiliki korelasi dan bernilai cukup rendah. Behubungan terbalik dengan penerimaan petani setelah mengikuti kemitraan, tidak memiliki nilai korelasi yang tinggi. Berarti semakin tinggi penerimaan petani setelah mengikuti kemitraan, maka kinerja petani akan semakin rendah.
English Abstract
Edamame is a plant originating from Japan and includes commodities that have high economic value. Edamame is widely consumed by Japanese society as daily cuisine. Edamame is very suitable to be planted in Jember District because it includes lowland areas with hot climate. Soybean producers in East Java spread to several districts such as Banyuwangi, Bojonegoro, Pasuruan, Lamongan, Sampang, and Jember. Soybean produced by Jember Regency has its own advantages in terms of taste and freshness of its products so as to penetrate the international market. The high world market opportunities for Edamame make Jember District Government and PT. Mitratani Dua Tujuh as a company that develops Edamame soybeans in Jember, by increasing the production of soybeans from year to year. Even in the year 2015 Jember District Government is determined to continue to spur the increase of soybean production by cooperating with local farmers and is expected to improve the welfare of farmers significantly. The first step of Edamame development has been done by PT. Mitratani Dua Tujuh by partnering with farmers in the Tanggul Jember region to plant Edamame on a 5-hectare plot. Issues in this partnership activities include farmers who are not active in participation so poorly trained in recording pesticide application and not accustomed to coordinated in a forum. Partner farmers also do not run the SOP or recommendation from the company so that Edamame production is less than optimal. Edamame especially those that have been segmented in the export quality must have a clear application note of pesticides and are properly accounted for. The success of the performance of the organization can also be determined through the assessment of individual performance in carrying out the tasks assigned to it to achieve organizational goals. Performance appraisal can be met if the assessment has a relationship with the work and the existence of standards of implementation of work. Community participation and performance can influence the success of an empowerment program This study aims to: (1) Describe the partnership program activities of PT. Mitratani Dua Tujuh, describes internal and external factors that influence participation and performance (2) Performance of farmers. (3) To analyze the relationship between farmer management and participation. (4) Analyzing the relationship between farmer participation and performance, and (5) the relationship of performance to the success of the partnership program. This research used Mixed Method method approach and done purposively or purposive sampling. The analysis technique used is likert and scoring method, the data is then processed by using SPSS software with Chi Square analysis. The results of this study indicate that the implementation of the program has been running and the stage that has the highest value of participation with the category of medium value is at the stage of implementation and evaluation with the value of 47.92% and 48.00%, while the planning phase of participation of iii 11 farmers are still in the low category with Value 25.00%. The most influencing factors of participation were the price of 80% and the perception of 56.67% of the farmers on the partnership program. Factors that affect the performance are resources and counseling with the value of likert scoring of 72.5% and 69.17%. Program management and participation variables have no relationship because the value is lower than X2 value of 9,488. Farmers can implement the program management well too. Based on the results of the highest correlation of chi square is on the program planning indicators and the participation of the company amounted to 30,000. The relationship between the two variables ie performance and participation are not all significant because the value of x2 in the extension counselor is 2,569 <9,488 the relationship between the two indicators including unidirectional so that if the participation value is high, then the performance value will decrease. The value of company participation is actually significant because it is greater than Chi Squre count with significance level of 0.05 and x2 table that is 9,488. On the indicator of cooperation and participation get a significant value because x2 is worth 10,375> 9,488 so that if the level of cooperation of farmers is high then the participation of farmers will also be high. Based on the results of the correlation with SPSS, the results obtained that the acceptance of farmers after following the partnership and performance has no correlation and the value is quite low. Reversed with the acceptance of farmers after participating in the partnership, has no high correlation value. This means that the higher the farmer's acceptance after following the partnership, the farmer performance will be lower.
