Indonesian Abstract

Sejak merdeka, Georgia telah mengalami permasalahan-permasalahan dengan wilayahnya yang ingin memisahkan diri yakni Ossetia Selatan. Oleh karena itu, melalui perjanjian Sochi 1992, Georgia menyetujui penempatan pasukan Rusia untuk menjaga perdamaian di wilayah tersebut. Hal itu juga menandai baiknya hubungan antara Rusia dengan Georgia. Akan tetapi perubahan pemimpin Georgia pada 2004 menandai dimulainya hubungan yang tidak baik antara Georgia dengan Rusia hingga pada puncaknya terjadilah perang lima hari pada tahun 2008 dimana Rusia mengeluarkan kebijakan intervensi militernya. Penempatan pasukan Rusia di Ossetia Selatan yang awalnya untuk menjaga perdamaian berubah menjadi pasukan intervensi dalam konflik tersebut. Penelitian ini menganalisis faktor-faktor yang mempengaruhi kebijakan tersebut menggunakan The Adaptive Behavior. Dengan melihat adanya internal dan external change di sisi Rusia. Internal change berupa tuntutan masyarakat dan ancaman ekonomi. Sedangkan external change dapat diidentifikasi melalui perubahan pemimpin, perubahan aliansi NATO-Georgia dan peningkatan ekonomi pasca pinjaman dari barat oleh Georgia.

English Abstract

Since its independence, Georgia has faced problems with its breakaway region, South Ossetia. Therefore, through the 1992 Sochi agreement, Georgia approved the deployment of Russian troops to maintain peace in that region. It also marks the good relationship between Russia and Georgia until the change of Georgian leaders in 2004 marked the start of bad relationship between Georgia and Russia. At its peak, the five-day war is happened in 2008 in which Russia declared its military intervention policy towards Georgia. The deployment of Russian troops in South Ossetia which in the beginning to maintain peace suddenly change into an intervening army at that time. This study‟s purpose to analyzes the factors that influence Russia‟s military intervention policy based on The Adaptive Behavior. Within explain at the internal and external changes of the Russian side. The influence of the internal change can be seen in the form of Russian people demands and possible of economic threats. While external change can be identified through the Georgian personnel change, NATO-Georgia alliances change and post-loan economic growth from the west by Georgia.
