Indonesian Abstract

PNPM Mandiri dianggap sangat membantu masyarakat miskin. Namun dalam pelaksanaan kegiatan simpan pinjam kelompok perempuan (SPP) banyak kelompok yang mengalami kredit macet. Dalam hal ini UPK adalah penanggung jawab seluruh kegiatan PNPM. Penelitian ini berjudul “Tanggung Jawab Unit Pengelola Kegiatan (UPK) dalam Penyelesaian Kredit Macet pada Kegiatan Simpan Pinjam Kelompok Perempuan (SPP) yang Bersumber dari Dana Bergulir Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri (Studi di UPK Kecamatan Ngronggot Kabupaten Nganjuk), dengan rumusan masalah bagaimana tanggung jawab UPK dalam penyelesaian kredit macet dan hambatan yang dihapai UPK dalam penyelesaian kredit macet. Penelitian ini menggunakan penelitian yuridis empiris, yang bertujuan untuk mengetahui tanggungjawab UPK dalam hal menyelesaiakan kredit macet, dan mengetahui hambatan-hambatan yang dihadapi UPK. Penelitian ini dilakukan di UPK Kec. Ngronggot Kab. Nganjuk dengan menggunakan analisis dan kualitatif. Data dikumpulkan melalui observasi, wawancara dan dokumentasi, dengan sumber primer dan sekunder, kemudian dianalisis terhadap sumber data tersebut. Berdasarkan hasil penelitian tanggungjawab UPK dalam penyelesaian kredit macet adalah melakukan upaya berupa reschedulling, restrukturisasi. Hambatan yang dihadapi UPK, hambatan internal adalah minimnya jumlah anggota UPK, hambatan eksternal berupa gagal panen, musibah, pemerintah daerah kurang tanggap dalam memembuat regulasi pasca program, serta penyalahgunaan wewenang oleh pengurus kelompok SPP.

English Abstract

NPCE Mandiri is considered very helpful to the poor. Yet in the implementation of women’s saving and loan activities (WSL), many groups suffer from nonperforming loan. In this case the AMU is responsible for all NPCE ctivities. This research was entitled “Responsibilities Of The Activity Management Unit (AMU) I The Settlement Of Non-Performing Loan In Simpan Wome N Saving And Loan (WSL) Obtained From The Country Funding The National Program Of Community Empowerment (NPCE) Mandiri (A Study at UPK Ngronggot District of Nganjuk Regency). The research problems formulated were how the AMU’s responsibility in settlement of bad creditin women’s saving and loan activities sourced from NPCE Mandiri and the obstacles faced by AMU in the settelemt of non performing loan. This study used empirical juridical research, which aimed to determine the responsibilities of AMU in solving non performing loan, and to know the constraints faced by AMU. This research was conducted at AMU of Ngronggot District, Nganjuk Regency by using analysis and qualitative. Data were collected through observation, interviews and documentation, with primary and secondary sources, then to be analyzed. Based o the results of research, AMU’s responsibility in the settlement of non performing loan. Is to perform rescheduling and restructuring. Obstacles faced by the AMU are in the form of internal and external barriers. The internal barriers is the lack of AMU members. Meanwhile, the external barriers are in the form of crop failures, calamities, less responsive local government regulation, and abuse of authority by WSL management.
