Abstract
Penelitian ini bertujuan untuk mengidentifikasi perkembangan wisata di Pantai Teluk Kiluan berbasis komunitas (Community Base Tourism) dan di Pantai Tanjung Setia berbasis Non-komunitas (Non-Community Base Tourism), mengidentifikasi implikasi wisata Pantai terhadap peningkatan kesejahteraan masyarakat sekitar, dan merumuskan desain pariwisata di Pantai Teluk Kiluan dan Pantai Tanjung Setia Provinsi Lampung. Peneltian ini menggunakan metode penelitian kualitatif mengambil studi kasus dalam memahami secara mendalam permasalahan-permasalahan yang muncul, sehingga mampu mengorek sebab akibat dari fenomena sosial agar dapat menemukan realitas sebenarnya melalui perilaku, ucapan dan tulisan dengan mengamati subyek yang diteliti/orang/informan. Hasi penelitian menemukan pariwisata Pantai Tanjung Setia dengan pengelolaan Non-komunitas (Non-CBT) lebih berkembang dibandingkan dengan wisata Pantai Teluk Kiluan dengan pengelolaan komunitas (CBT). Belum berkembangnya pariwisata Pantai Teluk Kiluan itu disebabkan karena akses jalan raya rusak dan jauh, terbatasnya atraksi, lingkungan kotor dan kurang penataan, pasokan listrik dan internet belum menunjang, tidak terkoordinasi antar pelaku wisata, ongkos trip mahal, dan karena kelembagaan. Temuan berikutnya meskipun wisata di Pantai Tanjung setia berkembang namun belum meningkatkan kesejahteraan buat masyarakat sekitarnya. Beberapa hal teridentifikasi penyebabnya ialah: abai terhadap lingkungan, un-partisipatif atau dikuasai pemilik modal, respon pemerintah lambat, kepemilikan lahan/aset oleh WNA, dan faktor kelembagaan. Oleh karenanya dibuat suatu desain terhadap pengelolaan pariwisata di Pantai Teluk Kiluan dan Pantai Tanjung Setia yang dapat meningkatkan perkembangan dan berimplikasi terhadap kesejahteraan masyarakat sekitar dengan menggabungkan konsep pariwisata base on community tourism dan non-community tourism. Konsep pariwisata base on community tourism dan non-community tourism itu bernama New-CBT. Implikasi penelitian ini mendesak kuat pemangku kepentingan (masyarakat, swasta dan pemerintah) merespon lebih baik lagi. Respon masyarakat dapat berbentuk partisipasi yaitu keterlibatan masyarakat secara langsung, partisipasi insentif, yang terkait dengan penerimaan kompensasi dan partisipasi interaktif yaitu berupa fikiran dan gagasan kritis. Respon Swasta dalam mempersiapkan atraksi yang dibutuhkan, dan respon pemerintah memperkuat kerangka kelembagaan untuk menciptakan rule of the game dalam pembangunan pariwisata di Pantai Teluk Kiluan dan Pantai Tanjung Setia Provinsi Lampung.
English Abstract
This study aims to identify the development of tourism on the Kiluan Coast Beach based on community and on the Tanjung Setia Beach Non-community based, identify the implications for improving the welfare of the surrounding community, and formulate the design of tourism in the Kiluan Bay Beach and Tanjung Setia Beach Lampung Province. This research uses qualitative research methods to take case studies in understanding in depth the problems that arise, so that it is able to extract the cause and effect of social phenomena in order to discover the real reality through behavior, speech and writing by observing the subjects studied/people/informants. The result of the research found that Tanjung Setia Beach tourism managed by non-community was more developed compared to Teluk Kiluan Beach tourism which was managed by community. The undeveloped tourism of Kiluan Bay Beach is caused by the access to damaged and distant highways, limited attractions, dirty environment and lack of arrangement, electricity and internet supply that are not yet supported, are not coordinated among tourism actors, expensive trip costs, and because of the institutional. The next finding, although tourism in Tanjung Setia Beach is developing, it has not yet improved welfare for the surrounding community. Some of the causes identified are: neglect of the environment, un-participatory or controlled by capital owners, slow government response, ownership of land / assets by foreigners, and institutional factors. Therefore, a design for tourism management in Teluk Kiluan and Tanjung Setia Beach can be made that can improve development and have implications for the welfare of the surrounding community called New-CBT. The implications of this study strongly urge stakeholders to respond even better. Community response can take the form of participation, namely direct community involvement, incentive participation, which is related to receiving compensation and interactive participation in the form of critical thoughts and ideas. The Private Response in preparing the attractions needed, and the government's response strengthened the institutional framework to create the rule of the game in the development of tourism in the Gulf Coast of Kiluan and Tanjung Setia Beach in Lampung Province
