Indonesian Abstract

Implementasi kebijakan Whistleblowing System merupakan suatu strategi dalam bidang pelayanan publik yang bertujuan untuk meningkatkan partisipasi masyarakat dan pegawai pemerintah dalam kegiatan pengawasan dalam upaya pencegahan dan pemberantasan tindak pidana korupsi. Penelitian ini didasarkan pada penerapan kebijakan Whistleblowing System pada Kota Malang. Kota Malang merupakan salah satu kota di Jawa Timur yang telah menerapkan Whistleblowing System, sebagai salah satu bentuk peran serta masyarakat, Whistleblowing System dapat diterapkan sebagai wujud pembangunan Zona Integritas menuju wilayah bebas dari korupsi. Melalui Whistleblowing System, masyarakat/pegawai pemerintah Kota Malang dapat berpartisipasi dalam mencegah dan memberantas tindak pidana korupsi di Kota Malang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini mengenai proses implementasi kebijakan Whistleblowing System di Kota Malang. Proses implementasi kebijakan dilihat dari variabel komunikasi, sumber daya, disposisi, dan struktur organisasi. Hasil penelitian menunjukkan bahwa Kota Malang cukup berhasil dalam implementasi kebijakan Whistleblowing System berdasarkan Peraturan Wali Kota Malang Nomer 76 Tahun 2015 tentang Pedoman Penanganan Pelaporan Pengaduan (Whistleblowing System) Dugaan Tindak Pidana Korupsi.

English Abstract

The implementation of the Whistleblowing System policy is a strategy in the sector of public services that aims to increase participation of community and government employees in monitoring activities to prevent and eradicate corruption. Malang City is one of the cities in East Java that has implemented a Whistleblowing System, as one form of community participation, the Whistleblowing System can be implemented as a form of development of the Integrity Zone towards a region free from corruption. This qualitative research used descriptive study by focused on the implementation of the Whistleblowing System in Malang City and implementation support and inhibitors factors. Data were comprised of primary and secondary data, collected by interview, observation and documentation. The implementation process is seen through the George C. Edward III implementation approach model with 4 variables, namely communication, resources, disposition, and organization structure. The results found that Malang City was quite successful in implementing the Whistleblowing System policy based on the Malang Mayor’s Regulation Number 76 of 2015 concerning Whistleblowing System Guidelines on Alleged Corruption Crimes. Malang City has implemented a Whistleblowing System that aims to increase community participation in the prevention and eradication of corruption.
