Indonesian Abstract

Jalan merupakan salah satu infrastruktur yang mempunyai dampak besar dalam perkembangan ekonomi maupun sosial suatu negara. Jalan tol Mojokerto – Kertosono seksi 3 merupakan bagian dari proyek Trans Jawa. Untuk menghindari kerugian, sebelum melakukan pembangunan proyek harus diberlakukan studi kelayakan. Fokus pokok penelitian ini adalah untuk mengetahui kelayakan investasi pada proyek pembangunan jalan tol Mojokerto – Kertosono Seksi 3. Langkah awal dalam penelitian ini adalah menghitung forecast pendapatan tol selama masa konsesi dengan metode pertumbuhan LHR tol dan metode pertumbuhan pendapatan dan dipilih metode mana yang paling mendekati keadaan riil. Lalu menyusun aliran kas pendapatan dan pengeluaran.Selanjutnya dilakukan perhitungan tingkat kelayakan finansial dengan metode Net Present Value, Internal Rate Return, Benefit Cost Ratio, dan Payback Period. Analisis sensitivitas dihitung terhadap kenaikan biaya total konstruksi, kenaikan biaya pemeliharaan rutin jalan tol, kenaikan biaya gaji karyawan, dan penurunan pendapatan. Dalam penelitian ini, adapun perhitungan volume kendaraan yang harus dicapai agar Break Event Point. Hasil penelitian menunjukan bahwa Jalan Tol Mojokerto – Kertosono Seksi 3 layak secara finansial untuk dilakukan atau menguntungkan dengan nilai NPV = Rp. 268.977.646.436; nilai IRR = 9,8004%; nilai BCR = 1,52; dan PP pada 32 tahun 1 bulan. Hasil analisis sensitivitas menunjukan batas penurunan pertumbuhan pendapatan sebesar 1,398%; batas kenaikan biaya pemeliharaan per-tahun sebesar 12,96%; batas kenaikan biaya total biaya konstruksi sebesar 103,6%; dan batas kenaikan biaya gaji karyawan sebesar 238,3%. Hasil perhitungan BEP, BEP dapat dicapai apabila dicapai pendapatan sebesar Rp. 465,473,353,449 yang dapat terdiri dari volume kendaraan golongan I sebanyak 72.323.698; kendaraan golongan II sebanyak 2.522.318; kendaraan golongan III sebanyak 599.043; kendaraan golongan IV sebanyak 166.928; dan kendaraan golongan V sebanyak 446.854

English Abstract

Road is one of infrastucture that have big impact on economic or even social development of a country. Mojokerto – Kertosono Section 3 Toll Road is a part of Trans Jawa project. In order to avoid loss, before doing a project development,a feasibility study must be held first . The main focus of this research is to find out the financial appropriateness of Mojokerto – Kertosono Section 3 toll road project. The first step in this research is to calculate the forecast income of toll road as long as consession period using vehicle volume increasement and income increasement method. Then we make the cashflow of income and outcome. The next step, is to calculate financial feasibility by using Net Present Value, Internal Rate Return, Benefit Cost Ratio, and Payback Period method. Sensitivity analysis is calculated on increasing cost of construction total, cost of maintenance fee, cost of employers salary, and decreasing of an income. In this research, there is also calculation on vehicles volume in order to reach Break Event Point. The result showed that Mojokerto – Kertosono Section 3 toll road is financially feasible with NPV = Rp. 268.977.646.436; IRR value = 9,8004%; BCR value = 1,52; and PP occurred in 32 years 11 month. Results of sensitivity analysis shows decreasing limit of income growth is 1,398%; cost increasement limit of yearly maintenance fee is 12,96%; cost increasement limit of total construction cost is 103,6%; and cost increasement limit of employers fee is 238,3%. The BEP result showed that BEP can be reach by number of income Rp. 465,473,353,449 that can be consist of vehicle volume 72.323.698; 2.522.318; 599.043; 166.928; and 446.854on vehicle category I, II, III, IV, and V respectively.
