Indonesian Abstract

Kabupaten Malang sebagai kabupaten pelaksana otonomi daerah diberikan kewengangan seluas-luasnya disertai dengan pemberian hak dan kewajiban meyelenggarakan otonomi. Salah satu wujud dari otonomi daerah adalah peyelenggaraan keuangan daerah dan kebijakan retribusi daerah adalah merupakan kewenganan atas hal tersebut. Pemungutan Retribusi Parkir di Kabupaten Malang adalah salah satu dari pelaksanaan. Dalam pelaksanaannya, retribusi parkir tepi jalan umum pada tahun 2017 masih banyak ditemukan beberapa masalah. Berdasarkan hal tersebut, penelitian ini ingin mengetahui pengawasan dalam pelaksanaan retribusi parkir tepi jalan umum untuk pencapaian target APBD Kabupaten Malang Tahun 2017 di Kecamatan Kepanjen yang merupakan ibukota Kabupaten Malang. Jenis penelitian yang dipakai dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Fokus penelitiannya adalah mekanisme pengawasan lapang yang dilakukan Dinas Perhubungan dalam pelaksanaan retribusi parkir tepi jalan umum. Lokasi penelitian di UPT Dinas Perhubungan Kepanjen dan untuk lokasi kedua adalah di sepanjang ruas Jalan Ahmad Yani Kepanjen.teknik pemilihan informan menggunakan purposive sampling. Teknik pengumpulan data dalam penelitian ini yaitu observasi, wawancara an dokumentasi. Hasil dari penelitian ini adalah pengawasan lapang yang dilakukan Dinas Perhubungan berpedoman pada Peraturan Daerah. Target dalam APBD tahun 2017 juga sudah terpenuhi karena adanya data potensi parkir yang menjadi dasar setoran wajib petugas parkir atas pungutan retribusi. Menurut narasumber dari staf Dinas Perhubungan dan dari para petugas parkir menyatakan bahwa pengawasan yang dilakukan sudah berjalan dengan baik. Namun saat melakukan observasi peneliti masih menemukan beberapa permasalahan di lapang yang tidak sesuai atau melanggar peraturan. Dalam pelaksanaan pengawasan Dinas Perhubungan ternyata belum memiliki SOP (Standar Operasional Prosedur) dan pearturan tertulis mengenai mekanisme pengawasan sehingga menyebabkan lemahnya peraturan secara hukum dan menimbulkan ketidaksamaan perilaku bagi pengawas dan petugas parkir.

English Abstract

Malang Regency as an Implementary regency of regional autonomy is comprehensively authorized along with the provision of rights and obligations to administer its autonomy. One of the tangible authorization form of the aforementioned regional autonomy is the regional financial administration as well as the regional retribution policy. The collection of parking retribution is one of its derivative form of enforcement. Within its implementation, it is evident to say that there still found several problems relating to the Public Road Parking Retribution in 2017. Based on the previous sentence, this research aims to acknowledge the monitoring activity within the implementation of public road parking retribution with regard to the target achievement of regional expenditure of Malang regency of 2017 in Kepanjen, the capital of Malang regency. This research employed qualitative method with descriptive approach. The focus of this study is the mechanism of field supervision conducted by Department of Transportation with regard to the Public Road Parking Retribution. The specified primary location of this study is in the Technical Implementary Unit of Kepanjen Transportation Department, while the secondary location took place in along the road of Ahmad Yani street, Kepanjen. In the matter of informant selection technique, this study considerably utilized the purposive sampling method, while for the purpose of data collection technique, this study evidently underwent the methods of observation, interview and documentation. The results of this study, amongst others asserted that the field observation goes in line with the guidelines stipulated by the regional regulations. The target within 2017 Regional Expenditure was also comprehensively fulfilled due to the data of parking potential that is regarded as the mandatory deposit basis of parking officer towards the retribution levy. According to the interviewees on behalf of a staff and the parking officers, they stated that the monitoring activities were performed on a firm basis. Contrast with that, at the moment of field observation, the researcher still found several field technical problems which are not appropriately suitable or transgressing the regulations. Within the Implementary actions performed by the Department of Transportation, it is evident to assert that they have not been possessing any Standard Operational Procedures as well as any written regulations concerning the monitoring mechanism, thus resulting in weak regulations on legal basis beside causing behavioural inequalities for supervisors and parking officers.
