Indonesian Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana karakteristik kinerja pelayanan dan rekomendasi perbaikan pelayanan serta membuat model pemilihan moda untuk angkutan penyeberangan antar pulau rute Kupang-Rote. Akses transportasi Kupang-Rote dapat ditempuh melalui jalur udara (Pesawat perintis) dan jalur laut (Kapal Cepat dan Kapal Ferry). Mahalnya biaya transportasi udara menyebabkan masyarakat lebih memilih jalur laut sebagai pilihan utama. Kapal Ferry dan Kapal Cepat memiliki karakteristik yang berbeda dalam memberikan pelayanan dan jasa yang ditawarkan sehingga menyebabkan probabilitas pemilihan moda kedua kapal tersebut tidaklah sama. Untuk itu perlu dilakukan penelitian untuk mengetahui persepsi pengguna jasa tentang kinerja pelayanan, rekomendasi perbaikan kinerja pelayanan, serta mendapatkan model pemilihan moda. Survey dilakukan dengan menyebarkan k ue sioner pada setiap penumpang secara random sampling . Hasil survey dianalisis dengan metode Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI) untuk menentukan kepuasan pelanggan terhadap kinerja pelayanan dan prioritas perbaikan pelayanan serta Model Logit Binomial untuk mendapatkan model pemilihan moda serta menguji sensivitasnya. Hasil penelitian menunjukkan bahwa secara umum pelayanan Kapal Cepat dan Kapal Ferry cukup memuaskan. Persamaan model pemilihan moda yang diperoleh yaitu: Y = 2,471–0,055X 1 –0,021X 2 + 0,603X 3 –0,042 X 4 –0,037 X 5 , dimana Y = Utilitas Kapal Cepat-Kapal Ferry, X 1 = Selisih biaya perjalanan, X 2 = Selisih waktu tempuh, X 3 = Selisih frekuensi keberangkatan, X 4 = Selisih waktu tempuh penumpang dari rumah ke pelabuhan, X 5 = Selisih waktu keterlambatan keberangkatan dengan jadwal keberangkatan. Beberapa rekomendasi perbaikan diusulkan untuk perbaikan/pengembangan kedepan seperti: (untuk Kapal Cepat) adanya peragaan alat-alat keselamatan di kapal, kepedulian operator darat dan kru kapal untuk memahami suasana hati, gang/ruang jalan untuk orang melintas, tersedianya ruang perawatan/klinik untuk orang sakit, tersedianya ruang terbuka untuk tempat santai, dan tersedianya kamera pemantau, serta (untuk Kapal Ferry) ketepatan waktu keberangkatan, adanya peragaan alat-alat keselamatan di kapal, keamanan di ruang tunggu, kebersihan toilet di ruang tunggu, kebersihan toilet di dalam kapal, kebersihan kapal, dan tersedianya ruang perawatan/klinik untuk orang sakit.

English Abstract

This research aims to determine how the characteristics of service performance and service improvement recommendations and create models of modal choice for inter-island ferry transport between Kupang-Rote route. Kupang-Rote of transportation access can be reached by air (plane of pioneering) and sea lanes (Speed Boat and Ferry). The high cost of air transportation causes people prefer to sea lanes than another modals, as their main choice. Different characteristic between the speed boat and ferry causes different probability in selecting those two modes of ships. Based on those situation, it is necessary to figure out the perceptions and recommendations of service users about the service performance and its improvement in order to identify the appropriate models of modal choice. Survey process of this research is implemented by distributing questionnaires to the each passenger through random sampling method.Results of the survey would be analyzed by two methods such as Importance Performance Analysis (IPA) method and the Customer Satisfaction Index (CSI) method. These two methods are used to determine the customer satisfaction to service performance and the priorities of service improvement. Besides that, Binomial logit model is used to obtain and test the sensitivity of the modal choice model. The results of this research indicate that the services of both ships (i.e Speed Boats and Ferry ships) are satisfying. The equation model of modal choice are obtained as follows: Y = 2,471–0,055X 1 –0,021X 2 + 0,603 X 3 –0,042 X 4 –0,037 X 5 , where Y = Utility of Speed Boat – Ferry Ship, X 1 = Difference of travel costs, X 2 = Difference in travel time, X 3 = Difference in the frequency of departures, X 4 = Difference in passenger travel time from home to the port, X 5 = Difference in time delay of departure to departure scheduled. Several recommendations for improvement<s>s</s> are proposed to the future development for the Speed Boat and Ferry Ship. For the Fast Ship, the development is implemented through: provision of safety equipment on board, awareness of the landline operators and crew to understand the mood of the passenger, alley/street as an access for people to pass by, availability of treatment rooms/clinic for sick people, availability of open space for relaxing, and availability of monitoring cameras. For the Ferry Ship, the development is implemented through: timeliness of departure, provision of safety equipment on board, security in the waiting room, the cleanliness of toilets in the waiting room area and the ship, and also availability of treatment rooms/clinics for the sick people.
