Indonesian Abstract

Pengembangan sumberdaya manusia penting sebagai sarana mencapai tujuan pembangunan secara efektif. Pengembangan sumberdaya manusia yang terarah dan terencana disertai pengelolaan yang baik dapat menghemat penggunaan sumberdaya yang ada. Penelitian ini memberikan gambaran tentang manajemen penyelenggaraan program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa di Malang sekaligus menemukan faktor-faktor pendukung dan penghambat penyelenggaraan program pelatihan masyarakat. Tujuan penelitian adalah untuk mendeskripsikan, menganalisis dan mengintepretasikan secara jelas dan mendalam tentang aspek-aspek yang berhubungan dengan : (1) Manajemen penyelenggaraan program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa di Malang, (2) Faktor pendukung dan penghambat dalam pelaksanaan manajemen penyelenggaraan program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa di Malang. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif dan proses analisis data kualitatif yang dikembangkan oleh Straus dan Corbin (1997). Menurut Strauss dan Corbin (1997), ada tiga langkah besar dalam melakukan analisis data kualitatif, yaitu : (1) Open Coding , (2) Axial Coding , (3) Selective Coding. Berdasarkan hasil pembahasan dari penelitian dapat disimpulkan: p elatihan masyarakat telah dilaksanakan sesuai dengan peraturan perundangan yang berlaku yaitu Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2007 tentang Pelatihan Masyarakat, Peraturan Menteri Dalam Negeri Nomor 21 Tahun 2006 tentang Organisasi dan Tata Kerja Balai Besar Pemberdayaan Masyarakat dan Desa di Malang dan Peraturan Menteri Dalam Negeri Nomor 58 Tahun 2007 tentang Uraian Tugas Subbagian dan Seksi di Balai Besar Pemberdayaan Masyarakat dan Desa di Malang. Unsur unsur manajemen telah dilakukan dalam penyelenggaraan program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa Malang, dimana terdapat unsur planing dalam tahapan perencanaan melalui identifikasi kebutuhan pelatihan, unsur organizing dalam tahapan perencanaan melalui temu karya, unsur actuating dalam tahapan pelaksanaan pelatihan serta unsur controlling dalam tahapan penilaian, review , dan perbaikan pelatihan. Tahapan perencanaan pelatihan melalui kegiatan identifikasi kebutuhan pelatihan, penyusunan rencana kerja dan temu karya. Tahapan pelaksanaan pelatihan telah dilaksanakan mulai persiapan hingga terlaksananya program pelatihan. Tahapan penilaian pelatihan dilaksanakan dengan menggunakan alat bantu lembaran pre test dan post test, lembar evaluasi harian, e valuasi reaksi, serta refleksi harian. Tahapan r eview pelatihan dilaksanakan dengan melakukan monitoring dan evaluasi pasca pelatihan sedangkan tahapan perbaikan pelatihan dilakukan secara menyeluruh dari aspek materi pelatihan, sarana pendukung, perbaikan modul yang, serta pengembangan karyawan. Faktor pendukung dan penghambat dalam manajemen penyelenggaraan program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa Malang adalah : faktor pendukung internal meliputi tersedianya sarana dan prasarana berupa asrama berkapasitas 210 orang, ruang makan, sarana hiburan musik dan televisi, sarana ibadah mushola, sarana olahraga bulutangkis, tenis meja dan fitness serta alat transportasi berupa 2 unit bis. Tersedianya panita pelaksana serta kedudukan Balai Besar Pemberdayaan Masyarakat dan Desa di Malang sebagai Unit Pelaksana Teknis pada tingkat Eselon II. Faktor pendukung eksternal yaitu tingginya kebutuhan daerah terhadap pelatihan masyarakat. Faktor penghambat internal meliputi belum tersedianya sarana ruang belajar yang memenuhi kriteria ruang belajar partisipatif serta belum tersedianya jabatan fungsional pelatih masyarakat. Faktor penghambat eksternal yaitu faktor anggaran dimana kebijakan pemerintah belum menempatkan pelatihan masyarakat sebagai hal yang utama dan prioritas . Unsur New Public Service dalam program pelatihan masyarakat di Balai Besar Pemberdayaan Masyarakat dan Desa Malang terlihat dalam pelaksanaan program pelatihan masyarakat ini yang berprinsip pada pelayanan kepada masyarakat untuk meningkatkan kapasitas sehingga dapat berpartisipasi dan terlibat langsung dalam kepemimpinan bersama sesuai tugasnya masing-masing.

English Abstract

Development of human resources is important as a means of achieving macro development goals effectively. Development of human resources planned and accompanied by proper management can save the use of existing resources. This study gives an overview of the management of public training programs in the Center for Rural and Community Empowerment in Malang well as the factors supporting and inhibiting the implementation of community training programs. The purpose of the research is to describe, analyze and interpret clearly and deeply about aspects related to: (1) Management of community organizing training programs at the Center for Rural and Community Empowerment in Malang, (2) the supporting factors and obstacles in the implementation of the management of community training programs at the Center for Rural Community Empowerment in Malang. This study is a descriptive study using a qualitative approach and qualitative data analysis process developed by Strauss and Corbin (1997). According to Strauss and Corbin (1997), there are three major steps in the analysis of qualitative data, namely: (1) Open Coding, (2) Axial Coding, (3) Selective Coding. Based on the results of the discussion of this study concluded: community training has been conducted in accordance with applicable legislation, namely Regulation of the Minister of Home Affairs Number 19 Year 2007 on Community Training, Education Minister Regulation No. 21 Year 2006 concerning Organization and Work Center for Community and Village Empowerment in Malang and Regulation of the Minister of Home Affairs Number 58 Year 2007 on Duties Subdivision and Section in the Center for Rural Community Empowerment in Malang.Unsur management elements have been made in the implementation of community training programs in the Center for Rural Empowerment and Malaysia, where there are elements of planing in the planning stages through the identification of training needs, organizing elements in the planning stages through the work meeting, actuating element in the implementation phases of training as well as a controlling element in the appraisal, review, and improvement of training. Planning stages of training through the identification of training needs, preparation of work plans and work meeting. Phase of the training has been conducted from the preparation to the implementation of the training program. Phases of the training was conducted by using the tools of the sheet pre-test and post-test, evaluation sheets daily, reaction evaluation, and daily reflection. Stages of a review carried out by monitoring training and post-training evaluation stages while repairs carried out thorough training of aspects of training materials, means of support, repair modules, as well as employee development. Enabling and inhibiting factors in the management of public training programs at the Center for Rural Empowerment and Malang are: internal contributing factors include the availability of infrastructure in the form of dormitories with a capacity of 210 people, dining, music and television entertainment facilities, places of worship praying, badminton sports facilities, table tennis and fitness as well as a means of transportation in the form of 2 units of bus. Availability of executive committee as well as the position of the Center for Rural and Community Empowerment in Malang as a Technical Implementation Unit at Echelon II level. External factors supporting the high demand for the training area, internal masyarakat.Faktor include the unavailability of means of learning spaces that meet the criteria of participatory learning spaces as well as the unavailability of functional position coach community. External factors inhibiting factor is the budget where government policy has not put the training community as a priority and a priority element of New Public Service in the community training program at the Center for Rural Empowerment and Malang seen in the implementation of the training program of this society that the principle of service to the community to increase capacity so that they can participate and be directly involved in leadership in accordance with their respective duties.
