Abstract

PT Essentra adalah perusahaan manufaktur yang terletak di Sidoarjo. Produk yang dihasilkan oleh perusahaan ini adalah filter rokok yang di supply ke perusahaan rokok yang ada di Indonesia. Salah satu departemen yang terdapat dalam PT Essentra adalah departemen Supply Chain Management (SCM). Salah satu tugas departemen ini adalah mengevaluasi dan memilih supplier bahan baku filter rokok untuk perusahaan. Permasalahan yang ditemukan pada hal ini adalah kriteria penilaian yang digunakan kurang merepresentasikan kinerja supplier sehingga terdapat kesalahan pemilihan supplier. Supplier yang kurang kapabel mengakibatkan banyak terjadi keterlambatan pengiriman material dengan rata – rata diatas 5%. Perusahaan ini juga belum belum mempunyai sistem pendukung keputusan untuk evaluasi kinerja supplier, sedangkan supplier yang ditangani oleh PT Essentra berjumlah lebih dari 200. Hal ini membuat perbaikan kriteria dan jumlah supplier yang banyak hanya akan membuat proses penilaian semakin kompleks. Oleh karena itu penelitian dalam pembuatan protorype sistem pendukung keputusan evaluasi kinerja supplier perlu dilakukan. Dalam penelitian ini sistem pendukung keputusan yang dikembangkan terdiri atas subsistem model base, subsistem manajemen data, dan user interface. Subsistem model base menggunakan metode Analytical Hierarchy Process (AHP) dan Technique For Other Reference by Similarity to Ideal Solution (TOPSIS). Metode AHP digunakan untuk menentukan bobot kriteria yang sesuai dengan kebutuhan perusahaan. Sumber tingkat kepentingan antar kriteria didapatkan dari kepala departemen SCM dan Procurement Officer PT Essentra. Metode TOPSIS digunakan untuk menentukan alternatif supplier terbaik dengan memperhatikan jarak ideal positif terdekat dan jarak ideal negatif terjauh. Model base ini dibuat dengan menggunakan Microsoft Excel. Subsistem manajemen data menggunakan database pada Microsoft Access yang berisi data supplier, data penilaian, data jenis material, dan data pelanggaran supplier. Integrasi kedua subsistem ini dilakukan dengan cara mengintegrasikan Microsoft Access dan Microsoft Excel menggunakan Visual Basic for Application (VBA). Integrasi yang dilakukan berupa memudahkan pengguna dalam melakukan impor dan ekspor pada kedua aplikasi. Hasil dari penelitian ini adalah telah dilakukan perbaikan penilaian supplier di PT Essentra dengan dibantu prototype sistem pendukung keputusan evaluasi kinerja supplier. Prtotype ini juga telah melalui 3 tahap pengujian yaitu, uji verifikasi, uji validasi, dan uji prototype. Dengan menggunakan sistem pendukung keputusan ini perusahaan dapat melakukan pemilihan prioritas supplier ditiap jenis materialnya secara efektif dan efisien. Hasil pemilihan supplier tersebut dapat berupa grafik diagram batang atau berupa laporan penilaian.

English Abstract

PT Essentra is manufacturing company which is located in Sidoarjo. Product that produced by this company is cigarettes filter which is supplied to cigarettes company in indonesia. One of departement in PT Essentra is Supply Chain Management (SCM) departemen. One of job that departemen SCM do is evaluate and choose which one supplier can be priority for company. Problems that found in this company is criteria that use for evaluating does not represents supplier performance for PT Essentra. this situation make company wrong to choose their priority supplier. Because of that, there are a lot of delay delivering the material from supplier to company with average of delay is above 5%. This company does not have decision support system for evaluating supplier performance, even though supplier which cooperate with PT Essentra is above 200 supplier. This problem will make changing the criteria and a lot of supplier make the evaluation more complex. There for design prototype of Decision Support System (DSS) for evaluating supplier performance is necessary. In this research decision support system developed consist of subsystem of base model, data management subsystem, and user interface. The base model subsystem uses the Analytical Hierarchy Process (AHP) method and Technique For Other Reference by Similarity to Ideal Solution (TOPSIS). The AHP method is used to determine the criteria weights that fit the company's needs. The source of importance value of criteria was obtained from the head of SCM department and Procurement Officer of PT Essentra. TOPSIS method is used to determine the best supplier alternative by attention from nearest positive ideal distance and the farthest negative ideal distance. This base model is created using Microsoft Excel. The data management subsystem uses a database in Microsoft Access that contains supplier data, assessment data, material type data, and supplier violation data. The integration of these two subsystems has done by integrating Microsoft Access and Microsoft Excel using Visual Basic for Application (VBA). The integration is for facilitate user to import and export in both applications The result of this research is the improvement of supplier assessment in PT Essentra with assisted by prototype of decision support system for evaluating supplier performance. This prtotype has also been through 3 stages testing there are, verification test, validation test, and prototype test. By using this decision support system the company can make selecting the priority of suppliers in each kind of material more effectively and efficiently. The result of supplier selection can be a bar chart or in the form of assessment report.
