Abstract
Gula merupakan salah satu komoditas strategis yang perlu dikembangkan terkait dengan stabilitas ekonomi. Hal ini terkait pula dengan penggunaan gula sebagai bahan pangan yang dikonsumsi langsung dan sebagai input yang digunakan oleh sektor lain. Propinsi Jawa Timur merupakan salah satu sentra produksi gula terbesar di Indonesia. Hal tersebut tidak terlepas dari dukungan penyedia bahan baku tebu di beberapa daerah potensial. Namun produksi gula di Jawa Timur mengalami fluktuasi dari tahun ke tahun. Sedangkan tingkat konsumsi gula domestik terus mengalami peningkatan seiring dengan pertambahan jumlah penduduk, pendapatan masyarakat dan berkembangnya industri makanan dan minuman. Untuk upaya memenuhi kebutuhan konsumsi gula tersebut, Jawa Timur masih melakukan impor gula. Impor gula ini seharusnya dapat ditekan dengan mengoptimalkan sumber daya yang ada dan mengoptimalkan kinerja industri gula yang ada di Jawa Timur. Sehingga perlu adanya revitalisasi dan pengembangan industri gula agar produksi gula mampu mencukupi kebutuhan domestik maupun nasional. Dengan mengembangkan industri gula ini tidak hanya akan mendorong pengembangan usahatani tebu yang sebagai penyedia input bagi industri gula, tetapi juga akan mendorong pengembangan industri-industri lain yang menggunakan gula sebagai bahan baku dalam proses produksi yang tentunya juga akan meningkatkan perekonomian wilayah Provinsi Jawa Timur. Tujuan dari penelitian ini yaitu untuk mengetahui: 1) kontribusi industri gula terhadap struktur perekonomian Jawa Timur, 2) keterkaitan antara industri gula dengan sektor-sektor lain di Jawa Timur, 3) dampak penyebaran industri gula terhadap sektor-sektor lain di Jawa Timur serta 4) dampak ekonomi yang ditimbulkan oleh sektor industri gula berdasarkan efek multiplier. Metode analisis dalam penelitian ini menggunakan analisis input-output. Jenis tabel input-output yang digunakan adalah tabel input-output Transaksi Total Atas Harga Produsen Tahun 2012 dengan klasifikasi 59 sektor yang digunakan untuk melihat kontribusi industri gula terhadap struktur perekonomian di Jawa Timur. Selain itu juga menggunakan tabel Transaksi Domestik Atas Harga Produsen Tahun 2012 dengan klasifikasi 66 sektor yang digunakan untuk menganalisis multiplier (output, tenaga kerja dan pendapatan), keterkaitan ke depan dan ke belakang dari industri gula serta menganalisis dampak penyebaran industri gula terhadap sektorsektor lainnya. Hasil dari penelitian ini yaitu sebagai berikut: 1. Sektor industri gula berkontribusi dalam pembentukan struktur permintaan barang dan jasa, nilai tambah bruto, ekspor-impor, output sektoral dan penyerapan tenaga kerja. a. Sektor industri gula berkontribusi 1,16% terhadap total permintaan seluruh sektor perekonomian atau sebesar Rp 35.718.168 juta dan berada di peringkat ke-31. b. Dalam pembentukan nilai tambah bruto, sektor industri gula berkontribusi sebesar Rp 26.815.252 juta dan berada di peringkat ke-18 dari 59 sektor. ii c. Industri gula berkontribusi terhadap pembentukan nilai ekspor sebesar Rp 3.401.644 juta atau sekitar 0,57% terhadap total ekspor seluruh sektor perekonomian dan berkontribusi terhadap pembentukan nilai impor sebesar Rp 1.893.074 juta atau sekitar 0,26% terhadap total impor seluruh sektor perekonomian di Jawa Timur. d. Industri gula memberikan kontribusi terhadap pembentukan total nilai output sebesar Rp 33.825.093,11 juta dan berada di peringkat ke-26. e. Dalam penyerapan tenaga kerja sektor industri gula berada pada peringkat ke-49 dan hanya mampu menyerap tenaga kerja sebanyak 4.321 orang 2. Nilai keterkaitan langsung ke depan industri gula adalah 0,4564 dan keterkaitan langsung dan tidak langsung ke depannya adalah 1,5445. Sedangkan nilai keterkaitan langsung ke belakang industri gula adalah 0,8276 dan keterkaitan langsung dan tidak langsung ke belakangnya adalah 1,9307. 3. Nilai kepekaan penyebaran industri gula adalah 0,9566 dan berada pada posisi ke- 36. Sehingga sektor ini dapat dikatakan kurang mampu dalam mendorong pertumbuhan sektor hilirnya dengan kuat. Namun industri tersebut mampu menarik perkembangan sektor hulunya dengan kuat yang dapat dilihat dari nilai koefisien penyebaranya yaitu 1,1958 dan berada di peringkat ke-12. 4. Industri gula memiliki nilai multiplier output sebesar 1,5445 dan berada di peringkat ke-36. Nilai multiplier tenaga kerja industri gula adalah 1,7113 dan berada di peringkat ke-21 dan nilai multiplier pendapatan industri gula adalah 1,7807 dan berada di peringkat ke-24. Dari hasil analisis tersebut dapat disimpulkan bahwa industri gula berperan besar terhadap perekonomian daerah Provinsi Jawa Timur. Sehingga industri gula perlu untuk dikembangkan. Dengan mengembangkan industri gula ini tidak hanya akan mendorong pengembangan usahatani tebu yang sebagai penyedia input bagi industri gula, tetapi juga akan mendorong pengembangan industri-industri lain yang menggunakan gula sebagai bahan baku dalam proses produksi yang juga akan meningkatkan perekonomian wilayah Provinsi Jawa Timur.
English Abstract
Sugar is one of the strategic commodity that needs to be developed related to economic stability. This is related to the use of sugar as a food that is consumed directly and used as inputs by other sectors. East Java is one of the largest sugar production centers in Indonesia. It is inseparable from the support provider cane raw materials in some areas of potential. However, sugar production in East Java has fluctuated from year to year. While the level of domestic sugar consumption has increased along with population growth, household incomes and the development of food and beverage industry. To attempt to meet the needs of the sugar consumption, East Java still importing sugar. Imports of sugar should be minimized by optimizing existing resources and optimize the performance of the sugar industry in East Java. So the need for revitalization and development of the sugar industry sugar production in order to fulfill the needs of domestic and national. By developing the sugar industry is not only going to encourage the development of the sugar cane farming as an input provider for the sugar industry, but will also encourage the development of other industries that use sugar as a raw material in the production process which would also develop the economy the province of East Java. The purpose of this research is to know : 1) the contribution of sugar industry to the economic structure of East Java, 2) linkages between the sugar industry with other sectors in East Java, 3) the impact of the spread of the sugar industry to other sectors in East Java and 4) the economic impact caused by the sugar industry sector based multiplier effect. The method of analysis in this research uses an input-output analysis. Type of input-output tables used are the input-output tables Total Transactions Up Price Producers In 2012 with 59 sector classifications is used to see the sugar industrys contribution to the economic structure in East Java. It also uses table Domestic Transactions by Price Producers In 2012 with 66 sector classification is used to analyze the multiplier (output, employment and income), forward and backward linkages of the sugar industry and to analyze the impact of the sugar industry spread to other sectors . The results of this research are as follows: 1. Sugar industry sectors contribute to the formation of the structure of demand for goods and services, gross value added, export-import, output and labor absorption. a. Sugar industry sector contributes 1.16% of the total demand of all sectors of the economy, or Rp 35.718.168 million and is ranked 31st. b. In the formation of gross value added, the sugar industry sector contributed Rp 26.815.252 million and is ranked 18th of the 59 sectors. c. The sugar industry contributes to the formation of the export value of Rp 3.401.644 million, or approximately 0,57% of the total exports of all sectors of the economy and contribute to the formation of the import value of Rp 1.893.074 million, or approximately 0,26% of the total imports of all sectors of the economy in East Java. iv d. The sugar industry contributes to the formation of the total output value of Rp 33.825.093.11 million and is ranked 26th. e. For labor absorption, sugar industry is ranked 49th and is only able to absorb a workforce of 4,321 people. 2. The value of direct forward linkages of the sugar industry is 0.456 and the direct and indirect forward linkages is 1,544. While the value of backward linkages of the sugar industry is 0,8276 and the direct and indirect backward linkages is 1,9307. 3. The sensitivity of dispersion for forward linkage of sugar industry is 0,9566 and is at 36th rank. So that this sector can be said to be less capable in driving growth with strong downstream sector. But the sugar industry is stronger in attracting industrial growth upstream than downstream industry that can be seen from the value coefficient of dispersion for backward linkage is 1,1958 and is ranked 12th. 4. The sugar industry has a multiplier output value of 1,5445 and is ranked 36th. The value of the sugar industry employment multiplier is 1,7113 and is ranked 21th and the sugar industry income multiplier value is 1,7807 and is ranked 24th. From the result of analysis, can conclude that sugar industry sectors contributing to the economy of East Java. So the need for revitalization and development of the sugar industry sugar production in order to fulfill the needs of domestic and national. By developing the sugar industry is not only going to encourage the development of the sugar cane farming as an input provider for the sugar industry, but will also encourage the development of other industries that use sugar as a raw material in the production process which would also develop the economy the province of East Java.
