Abstract
Judul penelitian ini Analisis Kerjasama Antardesa Melalui Pendirian BUMDES Bersama Nusantara Guna Pengembangan Ekonomi Desa di Kecamatan Ngebel Kabupaten Ponorogo. Permasalahan dalam kerjasama ini implementasi usaha ekonomi yang dijalankan belum sesuai dengan rencana. Terdapat tiga unit usaha yang direncanakan yaitu unit usaha simpan pinjam, pariwisata dan toko grosir. Hanya satu unit usaha yang sudah bisa berjalan yaitu Unit Usaha Desa’Smart. Kajian ini menganalisis pelaksanaan kerjasama antardesa BUMDES Bersama Nusantara di Kecamatan Ngebel Kabupaten Ponorogo dengan prinsip-prinsip kerjasama dari Pratikno. Serta menganalisis hambatan dalam pelaksanaan kerjasama. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini yaitu: kerjasama telah dilakukan secara fleksibel, legitimate, serta akuntabel & transparan. Indikator kemitraan sejajar belum terwujud dalam kesetaraan jumlah perwakilan pada kepengurusan BUMDES Bersama. Indikator sinergis dan saling menguntungkan, Desa telah bersinergi untuk bekerjasama dengan dorongan dari Kementerian Desa namun keuntungan yang diharapkan berupa PAD belum diperoleh secara optimal. Indikator berbasis kebutuhan, unit usaha simpan pinjam, pariwisata dan toko grosir merupakan keinginan semua desa, namun baru satu unit usaha yang berjalan yaitu Unit Usaha Desa’Smart. Indikator Pelibatan dan Pemilikan, masyarakat dari Desa Sahang, Sempu dan Ngrogung belum berpartisipasi memasarkan produk unggulan desa di BUMDES Bersama. Indikator efektif, kerjasama belum efektif karena kurangnya kesiapan sumber daya manusia, modal dan kesiapan masyarakat desa. Indikator Berkelanjutan, tahun 2018 dilakukan penghentian penyertaan modal sementara karena pengurus ingin fokus untuk mengembangangkan usaha yang ada. Hambatan pelaksanaan kerjasama antardesa BUMDES Bersama yaitu kurangnya modal, masalah sumber daya manusia dan prioritas pembangunan dari anggota kerjasama.
English Abstract
The title of this research is Analysis of Inter-village Cooperation by the Establishment of BUMDES Bersama for Villages Economic Development at Ngebel, Ponorogo. The Problem in this cooperation the implementation of economic business is not accordance with the plan. There are 3 business units that are planned namely Savings and Loans Business Unit, Tourism Management Business Unit and Grocery Stores Business Unit. Only one Business unit that has been able to run this is Desa’Smart Business Units. This study analyzed the Implementation of Inter-village Cooperation BUMDES Bersama at Ngebel Ponorogo, with principles of cooperation from Pratikno. As well as analyze the barriers in the implementation of cooperation. The research method used in this study is a qualitative research. The results of this study are: the cooperation has been done in a flexible, legitimate, and accountable & transparent. Equal partnership has not materialized in equality of delegates in management BUMDES Bersama. Synergistic and mutually indicator, villages have synergized to cooperate with the encouragement of the Village Ministary but the excepted benefits of PAD have not been optimally obtained. Need-based indicator, Savings and Loan Businees units, Tourism Management and Grocery Store are the wishes of all villages, but only one business unit is running its Desa’Smart Business Units. Engagement and ownership indicator, communities from Sahang, Sempu and Ngrogung villages have not participated in BUMDES Bersama to market his superior villages products. Effectiveness indicator, Cooperation are not effective because lack of preparedness of human resources, fund and readiness of the villagers. Sustainable indicator, in 2018 temporary capital stoppage is suspended because the board wants to focus on expanding the existing business. Barriers to the implementation of cooperation between BUMDES Bersama ie lack of capital, human resources problems and development priorities of members of cooperation.
